I have two 10G PC connected to CCR2004, when run speedtest, can’t reach over 3.3Gbps
For over SFP28 to SFP+
I noticed when run speedtest, CPU usage spike high

And what about the rest of the BASE tests, and the provision of other data to understand the problem,
when you do them or provide them?
I tried basic as switch, speed still same as above, around 3Gbps to 4Gbps
You’ve run into the very reason I replaced my 2004’s with 2116’s. With any number of IP firewall filters or any VPN/PPPoE or other CPU-based work, they can’t push much more than what you’re seeing. The only way I got them close to 10Gbps was no firewall when routing, or like a switch with 100% bridging, with the uplink device plugged into one of the SFP28 ports and downlink in one of the SFP+ ports.
If you need the ports, I’d recommend a CRS317 with an RB5009 as the router, which will give you similar Internet bandwidth performance as the CCR2004, but more 10G ports at wire speed for switching. If you don’t need as many ports, the CRS310 with 4 SFP+ and 5 SFP is a good deal, paired with the 5009.
