Hi was wondering if anyone else has fan speed readouts like the following, my system is pretty much idling, with no network. Is the following normal?

The fan speeds are normal, even on the low side. Mine are running at ~4800.
I sometimes wondered if the fan pulse divisors have been configured incorrectly and the real speed is 1/2 or even 1/4 of what is displayed...
This is not a bedroom device, it is a server room device.
You can set a higher CPU target temperature but you risk shortening the lifetime of the router or the SFP modules.
Likely the fans are driven by the SFP temperature.
But they shouldn't be noisy below or around 4000 RPM.
Lots of people mod their routers replacing the original fans with low noise Noctua ones BUT you should be aware that these "silent" Noctua fans are less noisy because they deliver LESS volume of air.
This minor amount of air might be good enough if the router is mostly idling, but if the CPU or switch/board needs more cooling they won't be able to provide enough air.
There are mid-way fans (more silent than the original but still delivering enough air).
The original ones should top at 33db and deliver around 10-11 CFM (@8000-8500 RPM) or so.
The Sunon HA4020 is 5.5 CFM and 12.3 db (@4500 RPM) <- silent but still little airflow.
The Sunon MF4020 are 6.3-10.8 CFM and 16.5-27.5 db (@5000-8000 RPM) <- one of the models available might be suitable, probably a MF40201V1 or MF40201V2.
But with these fans it is a mess, it is difficult to say which model to choose and be sure it will work without testing.
I had the same issue on my CCR2004-1G-12S+2XS. I downgraded from RouterOS7 to RouterOS6 and then I had again RPM 0 (complete silence) on normal operation. Try to go to the latest stable or long term supported RouterOS 6 and see if this fixes the noise.
OH MY!!! I’m a sheep-pig, la la la. Thank you so so much, that is bliss to my ears! I am sure I had tried this in the past and didn’t seem to work. Maybe I didn’t wait long enough for the check to kick in. But just to be sure I understand this setting, it just allows the fans to go to zero if they are not needed to cool right?

This can be a question of human focus, where at the start the focus is whether the box works, later the box is furniture, now noticing the noise.
I tried a Noctua in my CRS310-8G+2S+IN, making it much quieter, which helps even though it is merely in the workshop. Checking temperatures and fan speed showed the Noctua was maintaining temperature at partial speed. I have 6/8 2.5G ports connected, nothing in the SFP ports.
Amusing, but hardly relevant to the fact I was careful to inform about the basis of testing in relation to operation of a Noctua fan on a different device.
I wonder how many people who have installed Noctuas have found they had to remove them again?
Seriously now, I presume that the good Mikrotik guys add all the little stoves (please read as copper SFP modules) they can to these devices, then perform some iperf test or similar to load CPU and other chips to to 100% and check that the factory installed fans can cool the device enough in a "hostile" (hot) environment.
The CCR2004 is given as:
Tested ambient temperature -20°C to 60°C
In this sense, the factory fans are (should be) overdimensioned and the Noctua fans - which deliver roughly half the airflow - are anyway enough for reasonably more "normal" environments and usage (only a few copper SFP's, not that much full load, not 60° room).
So, in practice such a mod is not (IMHO) particularly risky, but checking that you are not overdoing it with too little airflow fans is anyway advised.
Only for the record, there are smart mods I have seen, using a 3d printed intake manifold to allow mounting external larger (and much more silent) fans, but of couse they take space.
You do not know about the CCR2004-16G-2S+ model? It even exists as PC version (passive cooling)…
That one has 16 ethernet ports, and only two SFP cages, max 36W.
The CCR2004-1G-12S+2XS (the one this topic is about, with fans) has 12+2 SFP cages, max 60W.
But you said “a CCR2004 with nothing in SFP ports is not very useful” and that model certainly is. Still it makes quite a lot of noise when it isn’t the PC model.
