CCR2116 MIcrotik router ethernet Port 1-12 DATA not transferring issue

I am using Microtik CCR2116 router for ISP need, ETHERNET PORTS 1-12 are not transferring DATA, When change my negotiation settings through WINBOX Interfaces it reflects in the end user device (PC or laptop)
MAC address of the device is not fetched in ARP of winbox
when i connect two adjacent ports looping is not also happening
