There is no such list unless you’re a part of the closed beta.

What’s new in 6.5 (2013-Oct-04 15:48):
*) lcd - backlight option is replaced with “/lcd backlight” command
*) dhcp server - added option to disable conflict-detection;
*) console - ‘:return’ does not trigger ‘on-error=’ action of ‘:do’ command;
*) route - fixed crash that could be triggered by change in nexthop
address resolution;
*) route - some imported VPNv4 routes were not using MPLS labels;
*) route - imported VPNv4 routes were not always updated or removed when
the original route changed;
*) winbox - fixed problem where all settings were read only on first open;
*) ovpn server - use only ciphers that are allowed not that client requested;
*) ssh client - fixed public key authentication;
*) ipsec - fix peer mathing with non byte aligned masks;
*) fix routerboot upgrading if RouterOS is partitioned;
*) add support for second serial port on CCR boards;
*) fix serial port baudrate selection on CCR boards;
*) ethernet interface stats that are behind switch chip
show real hw stats instead of just the traffic that goes through cpu;
Where can I download v6.5? I don’t see it listed on the main site. Is it out of beta?

No, it’s still in beta stage but you can test it and report the dev to help 'em

It’s strange. According to this link: http://demo2.mt.lv/webfig/#System:Packages.Check_For_Updates v6.5 is not rc1 anymore (from 2013-Oct-04 15:48) so it can be released but it is still not available for download officially. Maybe this time they are TESTING it before release?! 
Hmm maybe we will find out on Friday…

In 6.5 is still missing POE out menu in winbox. In terminal it works on 2011iL

I deleted previously imported cerificates (WinBox / certificate / delete all certificates)> WinBox new terminal / re-import (wiki-MikroTik) certificate error > WinBox system cerificates import error
create new certificates in Linux / import RouterOS error
Restoring from a backup RouterOS (Loading a previously imported cerificates)

Hmm, in 6.5 (2013-Oct-10 09:28) still can’t access to SMB share from Android (4.x). Unable open share and Mikrotik generates autosupout.rif. From linux (Ubuntu) and Windows SMB works correctly.
nice but it’s all packages, which one you send first ?
system.npk ? or you push all of them and reboot ?
im used to the routeros-mipsbe.npk files but 6.5 has only packages in all files
