eC and Ce indicates where the channel center is located.
For example if you would have a card that supports 5000-5500MHz, and would want to use 5500, you would have to use Ce, so that the center is away from the frequency edge.
Because your channel width is 20MHz, it would mean that center is at 5480 and operation will take up 5480-5500. eC in this case would also not work, if your country regulation specifies frequency range and you can’t go outside it.

Yes. If you use frequency not near the end of range, it does not matter eC or Ce
