This ticket is more feature request to introduce ability register Mikrotik CHR license in no internet networks (air gapped).
This small license change will provide ability for huge use cases with license of 10Gb. Currently we use in lab with 1M with no ability to register new purchased key.
I will be really appreciate attention and resolution from Mikrotik team.
You should contact Mikrotik support directly, though the good Mikrotik guys do check the forum from time to time, there is no guarantee they will read your post/request.
