CLI command to disable Quickset in browser/winbox

this one would save lots of unnecessary hours when some end user mistakenly changes something on quickset and basically screws up the whole config so bad that you can not undo, most probably rendering the device unusable…

i guess the same can be done by applying a pre-configured skin to webfig.

Quickset was already requested to be a separate package allowed to remove.
