I use a 750gl routerboard to divide internet speed between my friends at same department . I am able to do so but when I tried to combine 2 lines " a 15 mb + 15 mb " I didn’t succeed of getting a total 30 mb speed . so is pcc just a way to balance the usage or it is used to combine speeds
if there is a way to combine them or a course that teach me how to run my network please give me a link for it

PCC will balance connections over the two uplinks. To combine you would need to have isp support, as configuration changes are needed at their end.
You mean I should ask my isp to help me combine the lines ? what if they are different ones ? Do they even allow that ?!
If both lines are with same isp and they are willing to do that … you could try. But from my experience, they usually don’t do custom stuff.
ITs called bonding and is very expensive, usually for enterprise business purposes.
Two lines for you means your whole group is not sharing just 15 LOL.
The other important aspects is redundancy, if one ISP goes down the other is still available.
In this case it seems you have got the same ISP so no redundancy
