connections limit, done but not work!

this is the rule.. I tested two… but not worked.. I still see more than that rule connections for each ip..
I tried to delete all connection… and reboot the RB but the same..

This one is really complicated. Any alternative you could suggest? However, Canada has produced no cents since last year, and now it has officially ceased circulating them as well. A similar move has been debated in the U.S. for more than 20 years, but a choice still stays in limbo.
