Contention Ratio and multiple hotspot routers

I have some questions on network design regarding a change we have coming–any help would be appreciated. Our current network design has a core router where the outside link comes in–then the internal network has several RB1000’s running hotspot behind it. So from a hotspot client–traffic flows through the RB1000 and then up to the core router and out to the internet.

We are moving to selling some accounts that have a 4:1 contention ratio–and some with a 1:1 contention ratio. We know how to create the simple queues with the proper max-limit and limit-at settings for this to work. What we are not sure of is in the listed design above–how would the hotspot RB1000’s know the incoming link is maxing out? We would like a queue set with 4:1 ratio to drop down to the limit-at setting before the 1:1 queues are affected during peak usage time. Is this possible in the current design?

Better would be to set up queue tree with PCQ.
