I had this issue a few months ago and never quite figured it out. We had a UPS fail and lost the main router for about 10 minutes. When we powered router back up all seemed fine except for 2 or 3 of our customers that have their own IPSEC tunnels that run out the internet. They would not come back up.
After trying what seemed like everything, I finally found connections marked with “U” for “Unreplied” in the connection list. After removing them, their tunnels all came up right away.
Is this common? Is there any reason the connections weren’t flushed out when the router was rebooted? I did try 2 more reboots and that didn’t help.
