Unless the manufacturer has stated so,
In splitters and combiners, the empirical design is based on the fact that ALL open ports are terminated into the relevant load.
In out case the load is 50ohm, (resistive), any deviation from this will cause unequal load sharing and a mismatch on the other ports. At worse, damage to the radio card.
There are exceptions of course, in particular using the Wilkinson method, but in any event, even using a Wilkinson based splitter/combiner, when 1 port is left un-terminated, there will be power loss on the other outputs.
I wont elaborate further as it would create confusion amongst the readers. The subject is highly complicated and beyond all those but RF engineers. No disrespect meant!
