We have a rb2011uas running as a hotspot with roughly 190 users. They come in on one interface from 4 vlans. During peak traffic time the cpu is maxed at 100% and users complain of slow speeds. Each is applied a profile to be shaped accordingly however they are getting well below what they should be.
Any suggestions?
100 users most likely means several hundred connections being queued. It is possible that you may be able to gain some improvement by tightening up the configuration, but it is also possible that you simply need more resources for what you are trying to achieve.
That was my assumption. The 600mhz processor just isn’t enough. We want to use this application at bigger sites. Is there a model you recommend that won’t break the back?
With so little background all I could really say is “something faster”! 
Depending on the application you may also want to consider splitting the functions across multiple devices.
I would get a dual core router that is PPC, tile, or x86. Get the best hardware that you have a budget for.
