CRS 317-1G-16S+ Can't be seen on Network

I have a CRS 317-1g-16S+ switch that is dead in the water.
While doing an upgrade our amazing power company decided to work on the power connections to our neighborhood.
[Needless to say my switch is no longer accessable.
I hope that using NETINSTALL will fix my issue.
My main question is

Does this CRS act as the same as any router concerning the hold reset button for twenty sewconds while powering up ?

Any pointers or help will be greatly appreciated .

Your CRS should behave same as other ROS devices with regard to reset button behaviour. Unless that was explicitly configured differently.
