The pure switching capabilities of the SFP+ ports are not clear from the PHY blob in the diagram.
Because I think CRS3414-10G-4S+P-IN AC would be more useful than CRS3113-12N-1S+P-IN AC.
Or better CRS3616-10G-4X-2S+P-IN AC.
Probably the right name that would be CRS3216-10G-4X-2S+P-IN AC
Given the updated RB3011 diagram, I guess there would be no single stream routing at 2 Gbps.
