CSR310-8G+2S+IN dead on arrival?

Hi,
I got new CSR310 yesterday and I have not able to do any connection to it.
Blue light is on, and fan is working. But when connecting Ethernet cable to any LAN port, no lights at all on the port. Also PC end says just ‘Media disconnected’
I have tried two PCs and two cables. Also if looping two ports, still no lights.
Pressing reset button does not have any impact.

Also Winbox does not find it, but it is expected as no connection at all.

Is this switch just dead, or do I miss something?
Is this possible to connect via USB to PC and check status?

You pressed the reset button before power is applied?

Hold this button during boot time until the user LED light starts flashing, and release the button to reset the RouterOS configuration.
Keep holding the button for 5 more seconds or until the user LED turns off, then release it to make the RouterBOARD look for Netinstall servers. The first Ethernet port is used for the Netinstall process.

I had tried first one, but I was not aware of Netistall process.
But now I tried this on two PCs (new Win11 and old Win10) and same results.
Netistall tool does not find switch.

There are no ligths at LAN port on either end; PC and switch (like no cable)
When powering switch with reset pressed; first constant blue light few seconds, then it starts to blink few seconds. After that few seconds off, and then comes back.
At this stage I stopped to press reset button.
