please how do i active this feature because i have Lv 4 license.

I try to purchase custom frequency license , but after click on Pay by credit card, i’ve got a blank page ?
Also is there a way to buy a batch of custom frequency ? I can buy many Level 4,5 or 6 but not custom frequency alone !
