deny mobile user access to internet

Hi !

I have a router board 750 and an Access Point! users through the Access Point connect to the RouterBoard! I do not want the users to have direct access to the Internet! So PPOE server setup and have users connect to the Internet through PPOE! Company managers have asked me to just connect computers to the Internet and other devices such as mobile phones and tablets are not connected to the Internet!So i Config my DHCP SERVER to tjhe Static-Only Mode and give to recognize computer ip & mac address ! A mobile phone users do not know How to connect to the internet! I think the software maker hotspot data do it !! Or that it has launched aad-Hoc network!
Now my question is how to access the mobile Internet deny ?! with which policy or method?

Turn off DHCP. They would have to type in all the required access for internet.

or

Firewall filter rule to drop all address in a drop address list (all DHCP).

or

put WPA2-AES security on the wireless and don’t tell anyone

I am not an expert, so these are quick thoughts to see if I can help.
