What can cause this in a hotspot environment?
Try removing the lease for that client.
It’s not only that client, sometimes also other client do the same thing for some minutes.
I’ve seen that on clients with wireless problems, or with misbehaving drivers.
Try also setting authoritative yes for that DHCP server.
There are only one dhcp server on the hotspot network and the lease time is set to 10 days.
