Could anyone tell me how can I i get a warning if some users doesnt get an IP or them hotspot are failure?

It might show up in the log.
/log print on the console (I’m pretty sure), or the Log button on the main bar in winbox.
If you need it e-mailed to you, I believe the log system can do this too.
The email is more good, if possible could you send me more details how can i manage that. Because i can’t watch to the winbox all time..
