i have dynamic pool and i want to give static ip to mac, but everytimes it takes in dynamic pool?

i found this, when i put client ID ( some text ) then client takes
in dynamic pool, but when i fix ip and not change ID ( default there mac aadress ) then client takes this IP??
I find this same problem with hotspot, dhcp server scenario too.
Some users I can only see in ip/arp. If I give static ip on dhcp server then they are bypassed thru hotspot, but not always. Why not consistent?
