Make sure you the hosts have a way to route to that server, and that there are no firewalls preventing them from doing so.

but those who do not have Internet access, does not open the page, even with the dns and gateway

you have to configure routing so, that routers on other subnets know about subnet where your DNS cache resides. Also, check if router is not blocking access to it though firewall.
