if i create local area network with mikrotik router for internet, one ftp server, one webserver and one Billing system with this all mentioned above do i need DNS Server for local Area (for Local Area Clients) ???

RouterOS offers DNS cache. It is not obligatory to use it for your local area network, but there are no problems to use it.
what is the deference between DNS Server and DNS Cache ??

DNS cache is located just between DNS server and your computer, it receives question which is www.example.com and asks primary/secondary server which is www.example.com, get an answer and stores in the cache for specific period, DNS cache does not provide all features available from DNS server.
