Does combination of WPA2-PSK with 802.11r fast roaming cause KRACK vulnerability?

P.S. you should no longer use 802.11r with WPA2 PSK. That reintroduces the KRACK vulnerability in a way that cannot be fixed — protocol level deficiency by design. Meraki warns you if you try to do this.

I thought KRACK is patched, and it is a thing of the past. Or, does combination of WPA2-PSK with 802.11r fast roaming reintroduce KRACK vulnerability?
