Does license of level_1 can do 3 adsl-pppoe load balance?

I have three adsl-pppoe,and want do load balance,can level1 be capable to do this? How about PCC and PCQ speed limit?

I linked you to a list of the differences between licenses just yesterday. Here it is again:

You can, for example, only have one NAT rule with a level 1 license, which is one reason why it won’t work for 3 ADSL lines.
