Does Mikrotik need a SIM card to initialize the 3g card?

I have a RB411U v5.6 with Sierra MC5727 3G Mini-PCie card
Do i need a SIM card also to active the MC5727? Or is it by carrier specific?
I have Verizon, i use it on my laptop and also on a different router and it works without the SIM card, but it wont work on mikrotik?
I have checked with the the wiki to see if its compatible and it shows to be compatible.

Whether or not it needs a SIM card is determined by the carrier.

If it doesn’t work with the Mikrotik, send a supout to support@mikrotik.com so they can fix it.
