Does mikrotik RB blocks radius ports by default? I have setup radius but the status bar shows that all the requests are rejected. Must i open n port to allow radius

No, MikroTik RouterOS does not block RADIUS ports by default, only if you have manually configured drop rules for RADIUS traffic.
