From what I read about MTU needed for MPLS/VPLS, the RB450G l2mtu at 1520 cannot do MPLS + VPLS without fragmentation is that correct ?

For non-fragmented plain TCP/IP inside of a VPLS tunnel you need 1522 L2 MTU.
If its in a vlan, another +4, another +8 if you wanna run PPPoE inside the VPLS tunnel.

Thanks - that was what thought too. It Sucks. I have a lot of 450G’s that would need to be replaced. Argh.
