does storm affect internet speed?

So a few weeks ago I had a storm that took my internet from 800mbit to 3mbit for a few days. When it came back I never got my full internet connection again.

I had a tech come out thinking it was an ISP issue, but he said all the line levels look good and when testing with his tool plugged into the network port on the modem he got a full speed.
I later ran my own tests from my walmart one PC to the modem (Bypassing the router) and I also got close to the full speed. When connected to the router I get half of that. The router is a (ccr1009-8g-1s) Running Firmware 6.47. I tried disabling my firewall rules and Queue list, but to no luck. the CPU rarely goes above 8% during a speedtest with the firewall enabled.

Any idea what might cause this?

Did you try turning all hardware off for 10 minutes and on again?

What router model are you using?
