I have 2 wan connection
Wan1 is ip public with slow upload speed
Wan2 is private ip with fast upload speed
Can i use wan1 public ip to access my cctv from internet and then use wan2 connection speed?
Im using routerboard 750
Rb750 Wan1 ip public is 1.2.3.4
Rb750 Wan2 private ip is 10.10.0.80
Rb750 Lan ip : 192.168.1.1
Cctv dvr ip : 192.168.1.10
Can i do this?

That is not possible because your ISP will not forward foreign IPs and when he would then the reply would go the other ISP.

No for the same reason.
The only thing you could do is distributing the connections to specific interfaces. For example all HTTP to ISP1, all Mail to ISP2 and so on.
But if you don´t tell more exactly what you want to do, I can´t help.
