Hello all.
I want send SMS by Dude with a Gateway SMS (URL+parameters). I saw many tutorials, but everything with Dude running about Windows. Is possible make this with RouterOS?

As i know you can`t execute command like CURL on ROS, so no.

And how could I do? Create a notification to “run locally” and call the fetch? Is possible?
run locally only works on Windows, not in RouterOS.
Any other ideas? 
You can try to use e-mail to sms gateway, or write your own script that can recive e-mail notification and send that by sms
