duplicates entries in access-list from registration-table

Hi,

in all ROS 3.x ( not in ROS 2.9.x ),

with winbox when copy one or more entries from registration-table to access-list,

if one entry already exist in access-list then duplicates this, this cause management

entries in access-list is really disturb and complicated.
