We have two types of internet bandwidth for customers:
1.) International
2.) National
Since International Bandwidth is expensive than National Bandwidth, we would like to provide free 3 times National Bandwidth for the customer who purchases Normal International Bandwidth package and free 5 times National Bandwidth for the customer who purchases Special International Bandwidth Package.
For example:
User A purchases 1/1 Mbps Normal International Bandwidth gets extra 3/3 Mbps National Bandwidth.
User B purchases 1/1 Mbps Special International bandwidth gets extra 5/5 Mbps National Bandwidth.
Any help regarding this will be highly appreciated.

What you tru to do is near impossible, on your Router you must put all the interval of IP used by your country…
Or you must check before each new IP router see, what are the extension on DNS name, but is very approximative,
because you can not distinguish only by .com if IP are international or national, also .uk, for example, DNS can redirect to Seychelles or Tuvalu…

Local Bandwidth is from Local IX to which all the hosting companies of the country are connected at different locations.
We have a Address List of the Local Peers in order to distinguish Local Bandwidth and International Bandwidth.
Presently we have created Mangle Rule to identify traffic to and from Local IX and then create PCQ Queue Tree to provide 10 Mbps to each customer with the help of packet mark.
But now I want to dynamically offer Local IX bandwidth based upon the package the customer purchases.
