Dynamic Bandwidth Management by Simple Que

I am using simple queue for my client. Now i want to use a policy that when i change any queue type it will change the speed for all the queue of that type. Suppose 100 queues for 3mbps, 100queues for 4mbps when i change queue types then it will increase or decrease bandwidth.
Note 1. Want to use simple queue
2. Dont suggest PCQ

I’ve not set this up (but fear I might do i the coming months) but I think you could achieve this using simple queues implemented through radius. Radius would dictate speed for each client.
