Looks like you have hotspot configured. Hotspot uses web-proxy internally.

It is not a bug. The documentation clearly says the hotspot feature uses web-proxy. If you don’t like it, don’t use the hotspot.
Prior to 7.19 RouterOS didn’t show this information, which doesn’t mean it was working differently. You simply couldn’t see it.
