ECMP / BGP download problem

I have been running ECMP on CCR for some time (pppoe, nat, queue tree) and it worked well.
I had to replace BGP-2 (same model, same configuration, different MAC address on eth1/sfp)
After the restart bgp download by BGP-2 for the client, pppoe decreased from 300 mbps to 10-12 mbps. Iperf even shows 3 mbps
The upload is still the same as it was 300 mbps.
Download / upload for the same client by BGP-1 is 300/300 mbps.
Client with a static IP address (not pppoe) for CCR download / upload from BGP-2 300/300.
So the problem is the marking of connections / packages?
Why upload correct?
Configuration on CCR was not changed.
Where to look for the problem ??

Iperf tests:
pppoe client —> ccr —> bgp-2 —> world: 10/300
pppoe client —> ccr —> bgp-1 —> world: 300/300
linux (static ip / routing) —> ccr —> bgp-2 —> world: 300/300
bgp-2 —> world: 900/900
