Please can anyone help me with simple configuration steps on how to re-design my hotspot login page?

there are no simple steps, I suggest finding somebody who knows HTML like his own pocket. Sometimes a neighbor kid will do this for a free chocolate box 
Please kindly give me any step you know on how to edit my hotspot login page. What I mean is how and where to start from.

Proceed at your own risk!
In your web browser type ftp://x.x.x.x where x.x.x.x is your wan ip.
Enter your login details and navigate to the folder ‘hotspot’.
Download the file login.html, make a backup of it (in the event you muddle things up) and then edit it with frontpage or other program as you wish and save it back to the router.
If you have specified an image, you will also want to upload the image to the folder ‘img’ in the hotspot directory.
Again, proceed with caution, the wrong output file and you won’t be able to access the page without some extra effort.
Perhaps you should follow the advice from normis, get someone who knows how to do it for you.
just a warning - editing in front page, dreamweaver, or any similar program, you risk to lose some of the special variables that are needed.
Instead, open the file with Notepad++ (http://notepad-plus.sourceforge.net/uk/site.htm) and edit it as HTML.
