Can EoIP be used between two routers on the open internet? All of the documentation I have seen shows EoIP over PPTP and not by itself. Does EOIP provide any encryption?

no encryption, just wrapped up in GRE or proto 4 I believe. You can run this directly over the net if you have no ports blocked.
