EoIP question

Hi all,
we are planning to replace a low-bandwidth old frame relay (?? not even sure it is really a frame relay) line between two offices with a VPN.

Since we use the same network on both ends, we are thinking on EoIP.

I each of the offices we have two Internet connections with different ISPs, and not load-balanced but being two gateways. We manually use one gw or the other in different places or change them according to the circumstances.

Now the question: does the router having the EoIP tunnel need to be the gateway for the devices using the tunnel? Or is it pure layer 2 and the router will “catch” all the frames for devices at the other end and pass them on?

Answering to myself more than a year later:

The EoIP tunnel just works, no configuration is needed on the clients. Both sites act as if they were in the same network segment once the EoIP tunnel has been established.
