Example of QOS from wiki

Hi

I try this example of QOS http://wiki.mikrotik.com/wiki/How_to_apply_different_limits_for_Local/Overseas_traffic from wiki, but it doesn’t work at my MT.
Mangles doesn’t mark packets. Why? Can you help me?
