The command:
/ip/firewall/filter> export where chain=input
Only exports the first result matching.
chain=input is an example: it shows the same behavior with any condition.

Which exact ROS version?
It may be a bug in a specific version, see here:

A report/ticket for those versions has already been submitted to support.
No idea if in later version it has been already fixed.
Even in latest RouterOS 7.14.
Same behavior with ARM and MIPSBE
