Are these address for the DHCP server leases?
This would export/import addresses as well as credentials for MikroTik boxes saved in your favorites list. It has nothing to do with configuration of any MikroTik box.

While we are at that particular screen, what does the “Clear Cache” do then?
It is certainly not doing the same thing as logging in and “Flushing the Cache”.
Clear Cache clear all dlls and other things from
C:\Users\your user\AppData\Roaming\Mikrotik\Winbox
