external cache full speed

hi
i have external squid which series connected with mikrotik i.e
internet====squid======MT=====clients
i want to do:

  1. internet to clients is limited.
  2. cache to clients is full speed.
    how does make that plz.

The article above applies if you use your mikrotik box for cache as well, but I see you have squid for cache.
Tinker with the settings a bit see if you can apply it to your scenario.
