I cannot access my server via External IP with flag Cd and SCFd in firewall connection.

I don’t have any port forwarding.
here is telnet’s capture from 36.88.xx.xx (from external)
and this case is only for single ISP (Internet Service Provider).
If I trace the route from another ISP, there is no problem.
