hi , there is a router board that update to v4.3 but its license not update and it’s expire now.
when I use hyper terminal and active boot from ethernet and exit from it.
there is this message:

and I can not use telnet

Check LAN cable connection. Is it bootp server running?
as aaa said - that fail is due to networking. either netinstall is running in different broadcast or there is some connection problem.
from what you posted - board tried to boot using bootp protocol and after timeout it did not receive anything, and when it tried to boot received kernel, it failed, because nothing where received.
I check it that boot server in netinstall is in range of my pc and and I change my window (XP,7) even I change pc but it is not diffirent.
