Why ftp and not tftp? 
upload is only available for FTP mode, other modes support download only

But tftp upload is usefull for upload configuration from one router to another directly.
ftp also can be used for that.

We have tftp server in our network because of it’s simplicity (one port, no need to setup..etc), but ok it’s true that ftp can be used for configs transfer.
Tftp upload can make life of a system administrator easier in some situations. Anyway, there are many features that are more important than this. See http://forum.mikrotik.com/t/feature-request/54241/1
