I undestand filters rules are evauated from up to botton
i have this rule that block everything that is no specific allowed on rules, but even that I allowed traffic on one rule does not work as long as the blocking rule is on
rule 21 block, rule 18 does not work
if I disable rule 21, rule 18 works fine
any advice?

Your pic doesn’t let us see neither what’s blocked nor why you have two drop rules in the forward chain.
WITHIN a chain, rules are evaluated TOP → BOTTOM
Please understand the difference between INPUT chain, FORWARD chain, OUTPUT chain etc. (most important are INPUT/FORWARD)
