Firewall connection-limit use (Basic question)

Hi,
when I use connectiom-limit with tcp/syn filter (as wiki recomend), count only tpc connections for given ip o subnet? or count tcp + udp + icmp connections?

After read several examples, I check that connection-limit count connections that match previus filters (and not use these match to stop and count all connections of client). Is basic… sorry by the question…
