firewall rule not starting at correct time

Everytime i set a rule in my firewall to start working at a particular time it always starts working an hour after. please could some one help me and tell me why and what i can do to stop this. then my clients using yahoo messenger and other types of messenger get disconnected almost too often for no reason even the 1’s that are not on bandwidth ristriction. this doesnt happen on the lan network of the base station so am sure it comes from the mikrotik. could someone please help me out and tell me how to fix that too. i dont mind post configurations just ask for the 1 you need

check your clock and timezone settings.

i am in west central africa some am 1hour afead and thats what i set then i use an ntp server to syncronize and its very correct as i believe but i dont know what to set under dst. i noticed that there is a dst panel under clock and it isnt talked about in any manual. so maybe thats the problem

DST means daylight savings time.
If you have summer time, you may have to either adjust your DST settings, or simply change the timezone by 1

we dont have daylight savungs in nigeria so i presum thats not the problem, do i need to disable it. what do you think i should do about the lag

I also would like confirm that the problem occur only on dhcp clients (just like he said it doesn’t happen on his lan). our statically set ip address nodes would not have this problem…
