I have a forum on the internet using mysql ver.4 Is it possible to connect freeradius to that remote database and authenticate with the user login information contained on the web forum? if it is, can you point me to a resurce that will tell me how?

If you are newbie in freerius, forst of all, read all the documentation /doc.
